What is a Backflow Preventer?
A backflow prevention device is designed to protect potable water supplies from contamination or pollution caused by backflow in water supply systems. Normally, water is maintained at a consistent pressure to ensure it flows properly from taps, showers, and other fixtures. However, this pressure can drop due to events such as a burst water main, frozen pipes, or unusually high demand on the system. When pressure is reduced, contaminated water from the ground, storage tanks, or other sources can be drawn into the clean water supply. A backflow preventer stops this from happening.
Why Do Backflow Preventers Need to Be Tested?
Backflow preventers contain internal parts such as springs, seals, and moving mechanisms that can wear out or become obstructed over time. These devices must be regularly tested to ensure they function correctly and continue to protect your water supply.

Mechanical devices can fail due to wear, fatigue, or debris.

Air gaps (non-mechanical) require visual inspections to ensure they remain in place.

Who can Install and Test a Backflow Preventer?
Backflow preventers must be installed and tested by trained professionals in accordance with the Trades Qualification Act of Ontario.

Installation Requirements

Must be performed by a Journeyman Plumber, or
-
A Registered Apprentice working under the direct supervision of a Journeyman Plumber.

No other trade or person is legally allowed to perform this work.
Testing Requirements

Only a Journeyman Plumber with additional training and certification may test backflow devices.

The tester must be licensed by the Ontario Water Works Association (OWWA) as a Cross Connection Control Specialist.

Each certified tester is issued a unique certification number, which must be included on all documentation submitted to the municipality.
